Soft power, if soft power is a planet that still pretends a dry year is a surprise.

The World Meteorological Organization dropped its State of Global Water Resources 2025 report on Thursday, September 17, and the cardigan-left spreadsheet does not flinch. WMO Secretary-General Celeste Saulo put it plainly: this is “not a single bad year, but a persistent decade-long signal.” 2025 was one of the driest years for glo

Here is the slow-money ledger. Groundwater, glaciers, snow, soil moisture, lakes — Saulo calls them the planet’s “savings account,” the buffer that once absorbed a bad season so a drought did not become an immediate crisis. “We are depleting that savings account,” she said. Terrestrial water storage has been declining since around 2014–2016. Nearly two-thirds of monitored groundwater wells sat outside their normal range in 2025, tilting further toward deficit, not recovery. Soft power is not a savings metaphor for shareholders. Soft power is leaving something in the aquifer for the kids who did not vote for this chart.

Then the ice. Every one of the 19 major glacie

Asia and Africa together accounted for at least half of recorded water-related extreme events over the past five years and more than 80 percent of the associated deaths — while remaining among the least observed regions in the dataset. WMO is careful: not every swing is climate alone; pressure on resources and natural variability also matter. The prescription is still unglamorous and correct — shared data, shared standards, shared early warnings, because “water respects no borders.” Soft power is not a border wall for a river basin. I also love a midterm season that can sell soft power as a rate hike and a recess while the savings account of the planet posts another deficit year. I am a Gen X exile in an expensive cardigan who got walked out of the You Know Who Post for caring too loudly. Soft power is not calling a decade-long signal weather. Soft power is treating freshwater like the commons it still is — while there is still ice left to argue over.

r regions lost mass for a fourth consecutive year. In hydrological year 2025 alone, glaciers shed about 408 gigatonnes (±132) — roughly 1.1 mm of sea-level rise. Cumulative losses from 2023–2025 hit about 1,400 gigatonnes, on the order of one-third of annual global freshwater withdrawals. Wayne Jenkinson, WMO’s Director of Hydrology and Cryosphere, flagged that smaller-glacier regions — Central Europe, the Caucasus, western Canada and the United States — may already be past “peak water,” after which meltwater declines because there is simply less ice left.
