Soft power, if soft power is a summit calendar taped over an empty diesel pump.

Reuters put it on the wire Friday, September 18, 2026: French President Emmanuel Macron said a meeting of G7 countries would take place in the coming weeks to step up cooperation, cool unnecessary tensions among partners, and consider options — including potential releases from strategic reserves or the lifting of restrictions — “as we did a few months ago.” Soft power is not a photo of leaders nodding at each other about barrels. Soft power is a household that can still afford the commute without a ministry spreadsheet.

Here is the cardigan-left pump ledger, courtesy of The Connexion’s Friday wrap of French government figures. As of 9:00 a.m. local on September 18, 11 percent of French service stations reported they were out of stock of either petrol or diesel — up from 9 percent Wednesday evening and 10 percent Thursday. That is about one in nine stations. Grand Est led the misery at 16 percent; Centre-Val de Loire and Occitanie sat at 14 percent; Pays de la Loire 13 percent; Bourgogne-Franche-Comté 12 percent. Île-de-France improved slightly to 7 percent. Soft power is not a map that grades “mostly fine” while one in nine nozzles coughs dust. Soft power is noticing who still has to hunt for SP95 before work.

Prices are not a vibe; they are a receipt. On Friday the average diesel price stood at €2.378 per litre — 7.5 cents higher than a week earlier, 14.7 cents higher than a month earlier, and a rounding error off April’s record €2.398. SP95-E10 averaged €2.160; SP95 €2.240; SP98 €2.250. Diesel alone is up more than 3 percent in a week and nearly 7 percent in a month. The Connexion is blunt about the cause chain: continued conflict in Iran, Middle East tensions, and the blockade of the Strait of Hormuz — an important route for global oil — while France imports most of its diesel. Soft power is not pretending a chokepoint is a metaphor. Soft power is admitting the war arrived at the pump before it arrived at the podium.

Macron did what presidents do when the nozzle becomes politics: he called an emergency meeting at the Élysée with presidential candidates and party chiefs to discuss a “rapidly deteriorating” geopolitical situation and “unbearable” fuel prices. Names on the guest list included Édouard Philippe, Gabriel Attal, Bruno Retailleau, and Raphaël Glucksmann; Marine Le Pen’s National Rally and La France Insoumise were expected to send stand-ins while their principals campaigned. Le Pen’s camp wants VAT on fuel, heating oil, and gas cut from 20 percent to 5.5 percent — a move Energy Minister Maud Bregeon said would cost the state about €15 billion. Soft power is not a tax cut cosplay that deletes the war. Soft power is a budget that still remembers who lit the Strait on fire.

Meanwhile the street wrote its own press release. Fishers blocked ports and a fuel depot in southern France this week over diesel costs; Nice and Frontignan blockades lifted Thursday after the government promised new fuel aid for the sector. A broader support scheme for “the most vulnerable French workers” is teed up for October 1; high-mileage driver aid that was due to expire September 30 is being eyed for extension. Soft power is not a voucher that expires while Hormuz stays closed. Soft power is an energy policy that does not treat working people as collateral for someone else’s annihilation speech.

Across the Atlantic, AAA’s September 17 snapshot put the U.S. national average for regular gasoline at $4.43 — up 16 cents in a week, more than a dollar above a year ago — with crude averaging about $100 a barrel amid Hormuz volatility. Soft power is not an American exceptionalism that invents a separate oil market. Soft power is noticing France’s empty pumps and America’s midterm sticker shock are chapters of the same war novel.

Deb will reply-all that we are not doing “litre math” during carpool. Buck will text “just drill more — Europe edition.” I love them. I also love a Friday that can sell a forthcoming G7 as the fill-up while Grand Est counts dry stations and diesel flirts with a record. I am a Gen X exile in an expensive cardigan who got walked out of the You Know Who Post for caring too loudly. Soft power is not scheduling a summit and calling it petrol. Soft power is a pump that works — before the next candidate photo-op sells “unbearable” as a talking point instead of a policy.

Sources: Reuters, Sept. 18, 2026 (Macron G7 energy meeting; strategic reserves / cooperation language; Élysée party-leader session on Middle East, Ukraine, energy markets); The Connexion, Sept. 18, 2026 (11% stations short; regional shares; diesel €2.378; petrol grades; Hormuz / Iran link; fishers’ blockades; Oct. 1 aid; VAT cut debate); AAA Newsroom, Sept. 17, 2026 (U.S. $4.43 average; ~$100 crude; Hormuz volatility).
