The High Court had ruled the family should be safely returned by September 20 \u2014 more than a week earlier \u2014 and criticized authorities for failing to crack down on settler violence, calling settlers\u2019 actions \u201ca completely unacceptable phenomenon\u201d at odds with Israel\u2019s basic values as a Jewish and democratic state. Prime Minister Benjamin Netanyahu condemned attacks on security forces and urged prosecution of \u201crioters\u201d; police said three people were arrested.
