Soft power, if soft power is remembering that nine dead Americans are not a talking point you can filibuster into silence — and that a State Department report is not optional homework for an ally with a blank check.

On Tuesday into Wednesday’s reporting window, Al Jazeera reported that the United States Senate blocked a resolution that would have required President Donald Trump’s administration to report on the killing of nine Americans in the occupied West Bank and on Israel’s treatment of Palestinian children in military detention. The measure failed 47–53, largely along party lines. Soft power is not a party-line shrug. Soft power is a notebook a republic still opens when its own citizens are dead.

Senator Chris Van Hollen, Democrat of Maryland, forced the vote under the Foreign Assistance Act of 1961, which lets individual members demand a formal State Department report on the human rights practices of any country receiving U.S. security assistance. The resolution sought an unclassified report within 30 days detailing investigations into those deaths, the treatment of U.S. citizens held in Israeli prisons, and conditions facing Palestinian children in Israeli military detention. Soft power is not a 30-day PDF you can kill in the cloakroom. Soft power is accountability that still fits after the whip count.

The measure cited nine American citizens killed in the occupied West Bank since January 2022, including Palestinian-American journalist Shireen Abu Akleh, shot in the head in Jenin in May 2022; Aysenur Ezgi Eygi, shot by an Israeli soldier in September 2024; and Sayfollah Kamel Musallet, beaten to death by Israeli settlers in July 2025. It also noted Palestinian-American children arrested by Israeli forces — among them Mohammed Ibrahim, a 16-year-old from Florida held nine months without family contact, who U.S. embassy officials and lawyers told his family had lost nearly a quarter of his body weight, contracted scabies, and been beaten and tortured. Soft power is not a conviction rate that rounds to zero for settler killings of Palestinian civilians since 2020. Soft power is a report that still names the dead.

Senator John Fetterman of Pennsylvania was the only Democrat to vote against advancing the resolution; Senator Rand Paul, Republican of Kentucky, joined Democrats in supporting it. After the vote, Van Hollen wrote that 47 senators backed accountability — “more support than we’ve ever had in this fight” — and that Republicans blocked the measure, but “we won’t stop until we get justice.” Soft power is not waiting for the next outpost to invent a conscience. Soft power is a Senate that still knows the difference between an ally and a blank check.

Deb will say we are not doing “cloakroom loyalty math” before the coffee cools. Buck will text that a State Department report is just paperwork with worse hummus. I love them. I am a Gen X exile in an expensive cardigan who got walked out of the You Know Who Post for caring too loudly, and I can still tell the difference between loyalty to an alliance and loyalty to the dead. Soft power is not waiting for another American name to invent empathy on the Senate floor. Soft power is a report a republic still dares to read.

Sources: Al Jazeera, Sept. 30, 2026 (Senate blocks Van Hollen resolution requiring Trump administration report on nine Americans killed in occupied West Bank + Palestinian children in military detention; failed 47–53 largely along party lines; Foreign Assistance Act of 1961 mechanism; 30-day unclassified report sought; names including Abu Akleh, Eygi, Musallet; Mohammed Ibrahim detention details; Fetterman sole Democrat no / Rand Paul Republican yes; Van Hollen post-vote statement; rights groups ≥44 Palestinians dead in Israeli military camps since Oct. 7, 2023; no convictions for settler killings of Palestinian civilians since 2020 as cited).
