Soft power, if soft power is remembering that “consider” is not a verb that lowers a utility bill — and that a ratepayer is not a campaign prop you can reassure with a filibuster math problem.

On Wednesday, September 30, 2026, The Hill, CNN, and Roll Call reported that Senate Democrats blocked the GOP-led Ratepayer Protection Act in a procedural vote, 57–43, short of the 60 votes needed to advance. The House had passed the measure earlier this month 417–3. Soft power is not a near-unanimous House scoreboard. Soft power is noticing when the Senate version still leaves Big Tech’s invoice optional.

The bill would require state utility regulators to “consider” adopting a proposed federal standard that would put grid-upgrade costs for data centers on the companies creating the load, rather than ordinary households. It does not force states to adopt those standards. Minority Leader Chuck Schumer called it a “toothless messaging bill” and a “fraud,” summing the shortcoming in one word: “optional.” Only four Democrats — Sens. Maggie Hassan of New Hampshire, Amy Klobuchar of Minnesota, and Georgia’s Jon Ossoff and Raphael Warnock — voted with Republicans. Soft power is not optional math. Soft power is a mandate that still shows up on the hyperscaler’s bill.

Ohio Republican Sen. Jon Husted led the Senate push after being hammered on data centers in his race against former Sen. Sherrod Brown; an NRSC memo called data centers “the anchor hanging around Husted’s neck.” Democrats say the chamber should take up legislation that actually mandates Big Tech cover the cost — and a separate bipartisan permitting package unveiled Wednesday (Sens. Heinrich, Lee, Capito, Whitehouse) includes language aimed at forcing data centers to pay associated transmission and generation costs. Soft power is not a midterm messaging weekend. Soft power is a statute that still has teeth after the cameras leave.

Deb will say we are not doing “optional bill weather” before the casserole. Buck will text that a ratepayer act is just a press release with worse Wi-Fi. I love them. I am a Gen X exile in an expensive cardigan who got walked out of the You Know Who Post for caring too loudly, and I can still tell the difference between protection and a suggestion states may politely ignore. Soft power is not waiting for the next AI campus to invent empathy for a light bill. Soft power is a mandate Big Tech still has to pay — and a Senate that refuses to brand “consider” as courage.

Sources: The Hill (Rachel Frazin), Sept. 30, 2026; CNN via KTVZ (Ellis Kim / Lauren Fox), Sept. 30, 2026; Roll Call, Sept. 30, 2026 (Ratepayer Protection Act cloture fails 57–43; House 417–3; “consider” / optional standards language; Schumer “toothless” / “optional”; Hassan, Klobuchar, Ossoff, Warnock yes with GOP; Husted / Brown Ohio race; NRSC “anchor” memo; bipartisan permitting package with mandatory cost language).
