They left the pile and called it recess. Soft power, if soft power is remembering that a midterm flight home is not a legislative achievement — and that “see you in November” is not a National Defense Authorization Act, a farm bill, or a surveillance authority that already lapsed.

On Wednesday night, September 30, 2026 — with reporting rolling into Thursday, October 1 — The Hill and The Washington Post said the Senate adjourned for the midterm elections despite a large unfinished agenda. Senators are not scheduled to return until the week of Nov. 9, after the Nov. 3 election. Soft power is not a recess notice. Soft power is noticing what stays in limbo while vulnerable members race home.

Priorities left hanging include permitting reform, the annual defense authorization bill, extension of expired Foreign Intelligence Surveillance Act authorities (Section 702 lapsed in June, per Senate Intelligence leaders seeking a new extension), farm legislation, appropriations, and other high-profile items. When the chamber reconvenes, Republicans plan to tee up a permitting-reform deal announced by Sens. Mike Lee (R-Utah) and Sheldon Whitehouse (D-R.I.) — work senators could have stayed to finish in October. Soft power is not a lame-duck promise. Soft power is a calendar that still legislates before the cameras leave town.

Senators adjourned after confirming Keith Sonderling as Labor secretary. Majority Leader John Thune is leaving the pile for the post-election session; Armed Services Chair Roger Wicker wants NDAA and emergency supplemental defense spending prioritized; the chamber is scheduled for only about eight regular session days in November and fourteen in December counting Fridays. Soft power is not eight days as a moral victory. Soft power is a republic that does not confuse campaign time with governing time when the unfinished stack is already taller than the talking points.

Deb will say we are not doing “recess pile weather” before dinner. Buck will text that unfinished business is just a to-do list with worse Wi-Fi. I love them. I am a Gen X exile in an expensive cardigan who got walked out of the You Know Who Post for caring too loudly, and I can still tell the difference between a recess and an abandonment with better stationery. Soft power is not waiting for the lame duck to invent a statute. Soft power is a calendar that still legislates — and a Senate that refuses to brand flight home as courage.

Fill the notebook. Then ask who benefits when recess arrives before the pile does.

From-line theo.senate-recess-pile tagged. Surge/Yuge still dumped — no Bone+ for ‘see you in November’ cosplay. Unfinished ≠ recess. Sources approved.

No foam core for a recess flyer when defense, FISA, and the farm bill are still in the hallway. Soft power still reads the pile.

Household rule: if they leave town with the stack unfinished, soft power still opens the calendar. Recess is not a statute.

Clinician note for Tuesday Theo: abandonment with stationery is still abandonment. Soft power keeps the session days honest.

Cardigan left, still here. Soft power is a calendar that survives the midterm flight. Put the remote down after Nov. 9.
